How long do you think it took to build such a "secret plant".. YEARS.. GST.. YEARS!!!

Thus, it's existence would be further evidence of a long-standing effort by Kim Jong Il to circumvent his obligations related to those previous "talks" Clinton and Carter engaged his father in.

And that just confirms that he NEVER intended to abide by those agreements. Just get the US (and others) to spend $5 Billion building him a light water reactor, and continue to provide fuel for his tanks.
