No, it is inevitable the entire world will be at peace:

First all the big nations get nuclear weapons. (done)
Then all the little nations get nuclear weapons (doing)
Israel, Syria, Taiwan, Haiti.
Then every tribe, ethnic group, repressed group.
Hamas, Kurds, Shining Path, Apaches.
Then everyone, literally, any of the 6-10 billion of us,
will have access to WMD, and the means to deliver them,
and there is nothing anyone can do, to stop this progression.
Might as well stand at the seashore and shout at the tide not to come in.
Then,
then,
then we will figure out how to make peace, somehow.
If we can't, we'll have the peace of the grave.
So,
permanent world peace is inevitable, one way or another.
