No, I think contrary to every media report, the military was well prepared for guerilla activity. I see no sign that they were under illusions that Saddam's thugs and Uday's fedayeen would all quietly disappear. These people do not have other options open to them. Therre is guerilla activity, and our military is conducting counter-insurgency raids.

The legit criticism, I think, is that they simply failed to forsee the colapse of all Iraqi institutions when Saddam fell, and didn't have a good Plan B ready.
