Strictly speaking, I suppose you are correct. "Unilateral talk" is our current policy. We talk, others are supposed to listen. We don't listen. Rumsfeld is a perfect example of perfect staffing to pursue a policy of "unilateral talk". "Talks" in which more than one party speaks would be a big step forward -- any talks. All we have now is talk -- big, empty talk.
