Unless someone is exceptionally stupid, we'll never know. But then, the forgeries were so amateurish, maybe there is a paper trail, email messages, proof somewhere. But more likely, that question goes unanswered (or the guilty have Plausible Deniability).

It's the cover-up which is interesting. The Bush Administration is so fervent, so committed, so arrogant, that they have pissed off a lot of people, in the CIA, State Dept., and among the professional military. Who are leaking interesting stuff daily. No way to stop it. Being a Team Player doesn't work, when members of the team start stabbing each other in the back, like Bush and Rice blaming the CIA and the Brits. And firing Generals who speak the truth, that's self-defeating.
