Why do _today's_ workers have to fund existing retirees in addition to funding a surplus for their own retirement? Agreed. So why not reduce the payroll taxes to the level where the inflows and the outflows balance each other? Why commingle the SS inflows with the general revenues and give an income-tax cut instead?
