"Its all about oil" can mean many different things. If you mean "the oil produced in the region was a very important factor in our decision" then ok its about oil, but since that is only "a very important factor", rather then "the only", or "the only significant" factor, I would say that means "Its partially about oil". Iraq wouldn't have had the money to be a threat to anyone if it wasn't for oil, is that fact "all about oil". Usually "its all about oil" means something like "the only reason we intervened is out of concern for our oil supply", sometimes it even is meant as "we invaded to grab Iraq's oil". The 2nd is just flat out wrong and the first isn't really true either because it wasn't the only reason and besides there is nothing wrong with protected such a vital resources. Tim
