The problem we will have, John, is that the Teachers will be happy to take the money, but the Union will not let them be forced into merit promotions or a situation that would make it easier to fire them. I am still a "Union Buster" on this point.

I gather you didn't read the piece; just the blurb. He notes some interest from union officials. And since you've decided the real and only problem is a recalcitrant union, then nothing else makes sense. If, however, you back off that position and start to look at ways to evaluate teachers such that the genuinely weak ones are let go, there is much room for work. It's not hard to determine who those are; as it's not hard to determine the very best. The issue is whether to draw a line somewhere in the great gray middle and how to draw it. There are no simply structural answers here.
