True, no doubt. Any organization like NATO will be out to defend its policies, maintain the status quo.
Their power in the past derived form the ability to recruit tanks, aircraft, artillary, manpower - in response to an actual attack. A comforting display to members, with numbers of armaments overwhelming the enemy forces.
Meanwhile , modern warfare has changed in nature.

Military effectiveness now comes from special forces, intelligence as to where the enemy is located, new weapons not even available to NATO without the US consent. Speedy leapfrog maneuvers.
Missiles that can each destroy up to 30 tanks, extra armor that make personnel carriers invulnerable to RPG's.
And especially, stealth fighters and bombers, and radar suppression devices. E-bombs, and newer stuff still on the drawing boards or under test.
Not things one can put in a parade in Paris to impress and comfort the public.
It was with NATO in place, the UN in place, that we arrived at todays situation- an often unseen enemy, flying no flags, yet able to if left alone to shut down the economy of the best armed nation and cast widespread fear wherever they wish.
So the US, refusing to live under fear, now brings the power of fear home to the enemy and uses it against him
We will eliminate terrorism, whenever it threatens us, and the supporters of terrorism, and our actions recognize no boundaries. If Saudi Arabia funds and supports terrorists, then Saudi Arabia becomes our enemy until they correct the situation.
Preemptive actions are required.Mistakes will be made since intelligence is not solid evidence of a threat.
To take the actions the US has taken, highlights the problems organizations must solve to be effective in facing todays world problems. Clarifies who is our enemy, where the greatest threats lie, who we can count on for support, and which is the most imminent threat deserving the highest priority
