It had worked. And worked very well. Saddam Hussein was unable to do anything to the Kurds as he did in late 80's (but that was when we gave him the weapons and the support). Kurds had autonomy and were running their own affairs. If Saddam stepped into the Kurdish areas, he would have been bombed. He was not only a toothless tiger, he had also been caged.
