Definitely. No two ways about it.

so, if somebody says "buy" and it is in reference to a stock, you are saying that qualifies as securities recommendation and that the person and forum on which it occurs is not relevant?

BTW: though the count uses quotes in this "you should buy", it is not an actual quote.
