It is pointless to sue someone in civil court if there are no damages.

Not exactly, though, Grace. The 17200 claims mean that the defendants, whether or not any damages whatsoever are proved, have to give up all of their ill-gotten gains if a deceptive trade practice is proved. That's worth some several hundred million dollars in this case. It's a very strong deterrent against fraud.
