Dean would have to take the nomination AWAY from the Democratic Party with a HUGE grasrroots wave of popularity. The major parties always stack the delegate race against outsiders like Dean. 37% of the delegates are Super Delegates who can vote for whomever they want. Kerry will be their choice, but even at his best, Dean can only tie Kerry. Kerry is also very popular and also has lots of money. Bottomline, the Dem leaders know Dean cant beat Bush. They dont want to run another Dukakis. They want a tall lean war hero not a little smart-alect liberal.
