Just as one will not quit drugs unless one makes up ones mind to, and that requires being impressed with the seriousness of one's situation, and taking responsibility for actively seeking reform, a criminal has to face consequences of his action and be motivated to change.

Your rationale does not support your premise that retribution is required. What is required is that the criminal decide upon a new course. In many cases the criminals may be ignorant of options that may be available, in other coertion may be necessary, while still others may require medical intervention. In none of these cases does the retribution help the matter, it only serves to highlight the frustration that is a result of not keeping the criminal activity in check.
