Ever since Gulf War I, the US has not committed any ground troops until Afghanistan and now in Iraq. Clinton was smart enough to realize (as was Bush the First) that you can achieve a lot, short of occupation, with air-power. That is why Saddam was left with little more than a couple dozen anti-aircraft batteries as this invasion began.
