Problem is, if you bomb North Korean facilities where you know or suspect they have nukes, you are inviting them to rain a hail of conventional missiles down on Seoul.

How many tens of thousands of casualties and billions in damage to the South Korean economy is it worth?

We will have to buy off the North Koreans and put up with their goofy crap, just like China. Military options are a fantasy, like the rightwing delusion that we can go ahead and invade Syria, Pakistan, Saudi Arabia and anyone else like we don't like.

With an infinite budget and army, maybe. Under current circumstances forget it.
