Other than the aide, which may cost a fair amount of money, the rest of the cost of monitoring is in the millions only. The normal stuff used today is adequate, star wars has no useful purpose in this venture. What happens when your admitted "stalling" stops working? You are no worse off than before and in the mean time may be able to clean up some of the messes that hinder action such as no governmental revenue and overextended military. TP
