just like they did in the past. spend more during good times (on one time expenses at the urging of dean, not new programs that last forever, JUST IN CASE bad times come like they have - HEY, THAT'S SMART!)

no way we wanna undo all that good stuff dean did for us that leaves us at the top of the pile looking down at all the "other states." nope! vermont doesn't want to be run like all those republican states with balanced budgemt requirements with screwed up finances! NO WAY! democratic govs tend to be bad fiscally (ala, grey davis - THE WORST EVER!), but that's their rep. my point the pubs are just as bad.

fair enough. sound fiscal policy dictates that you can spend more during the good times. super smart folks actually SAVE during the good times in anticipation of bad times. dean did that. how many millions did he save during the good times, rd? sound fiscal policy dictates you tighten the old belt during tough times.

let's recap.
1. vermont's finances were run better than any other state and that's why they aren't suffering during the downturn like the "other states." did you think this was bad for dean, rd?
2. vermont has to cut expenses during the bad times. ok. is that bad? no, it is reality.
3. vermont has a $70 million rainy day fund, if i recall correctly, save dup during the good times to soften blows like we see now. is dean's planning and preparation and realism a bad thing, rd? really?
4. dean did all this b/c it was right, not b/c law dictated it. he took lots of heat from both sides and withstood it.
