Yes, I agree....Wouldn't you think that from Jan 2001 until Sept 2001, the Bush Administration would be pretty much following the same policies that the previous Administration had.... After all, in April of 2001, remember the US plane that China held, and the Navy personnel as well. I think we've seen that all Departments were to have status reports and recommendations at the beginning of the Administration, but I don't recall any wholesale changes made, pending on the reports being completed.

But I still get upset when I think of James Woolsey not being able to get an appointment with Clinton for 6 months!!!! And that the CIA budget was cut continually.

Was the FBI cut also in the last 10 years?

In the article you referenced, per Tenet:

CIA Director George J. Tenet said in a closed-door session on June 18, 2002, that he had told other members of the administration that his counterterrorism budget would be as much as $1 billion short each year for the next five years. "We told that to everybody downtown for as long as anybody would listen and never got to first base," Tenet told the panel.
