You do that. As I said, you can not point to ANY Constitution anywhen or anywhere which has anything whatsoever to say about the consensus of minority parties. This is not a Constitutional matter. When it is in the best interests of minority parties to have consensus or partial consensus on issues of policy and value then this would always be the practical and pragmatic approach. When it is decidely NOT in their interests, well...there is no obligation to agree with those antithetical to your purposes and goals.
