The entire conservative establishment could not either...and they tried. They actually didn't. While the Juanita Broadderick incident came to light during the Starr investigation, Starr didn't pursue it because he didn't feel it could be proven in a court of law. Starr was demonized for his actions, but the guy led one of the most honest, dedicated, professional investigations that has ever been run.
