The Senators who have read it all (both Republican and Democrat) believe it was classified to prevent embarassment within official government circles. They claim that the classification amounts to a cover-up. Seeing as how there is bipartisan agreement with this view, I'm inclined to believe it. It's "CYA" for the governments.
