Just one quick correction to this post, Karen. It relates to this point.

Wouldn't you think that from Jan 2001 until Sept 2001, the Bush Administration would be pretty much following the same policies that the previous Administration had

One would think that but sources within both administrations say that's not the case. The most public source I know about is the Benjamin and Simon book on terrorism. Evidently, the Bush folk wished to do nothing the way the Clinton folk did. So they set out to rethink all policies. Terrorism work was put on a back burner pursuant to that rethinking.
