Such an opinion of Powell by you seems idiotic to me. Powell has been a major 100% supporter of President Bush and the actions that were taken. He reviewed all the intelligence and if all you say about lied, distorted, or plain mishandled is true then Powell who was closer to all the raw data than the President has to be more responsible and cannot be less. People are stupid and duped or knowing liars. If it is one then it is all. If it is not one then it is no-one. The logic in what you have posted is idiotic.
