Because the world at large was convinced Iraq retained either WMD or WMD programs and materials.
That's not true......most of the world did not share that view. Most of the world did not know what the current status was. Only Bush knew with certainty, using our outstanding intel to guide him, or so it seemed.
This was not an invention by Bush beginning in 2000, but reaching back decades and supported by at least three administrations.
It doesn't matter what existed ten years ago.....this is 2003. I want to know what exists now. Ten years ago, Russia had many more nukes than it does now. Times change, people change, countries change. There's value to keeping up with current events.

Now you're deluding yourself, North Korea doesn't have even a tenth the money Iraq has. Sanctions didn't work as all the money Saddam got he buried in his accounts or hid around town. He sure didn't spend it on medicine for the Iraqi people or food or infrastructure.
The sanctions worked in terms of restricting the development of Iraq's WMD......that's all that I was referring to or care about. The rest is superfluous to our exchange.
