BWAC, besides it's vxn and that is not available for '90-'97. StockCharts shows it since '95 stockcharts.com[e,a]dalaniay[d19900725,20030725][pf][vc60]&pref=G but only 2 years data can be downloaded. Also, current traders' talk here and on ihub is focused on vix, which indeed has often had <20 values when a large spike was imminent. Trouble is they only checked the last 3 years. It doesn't help that some 'gurus' also warn of the danger of vix<20. You can see vix vs naz for the last few years here home.comcast.net notice that the market declined part of the time when vix was low. Different behavior. Gottfried
