Clearly you have never been involved in creating anything complex. Else all the problems you suggest be created would be obvious. But talkers always want to tell the pro's how to do it.

In any process there are not unlimited resources of time and people. It is far better to spend those resources on bringing Iraqis upto speed than UN blue helmets who are afraid of their shadow.

Security is about developing people you trust and not throwing a bunch of unknowns in quickly to make you feel better.

That's the reality of the logistics of doing. That's is what those who have been there and done it know.

You really need to study Kurzweil and his Reader.
