Well, the idea of a peacekeeper is to keep the peace.

American troops are a magnet for attacks. We seem to be a generally universal target for any loons out there. There is likely to be much less violence with a mixed force. Use American troops as a strike force when things heat up, or in the areas of active resistence.

But, yes, training a police force is a high priority. Let Iraqis keep their own peace.
