If you have seed cultures stored away in vials (very easy) it is not hard at all to use any legitimate lab to create new chemical WMD. So any (well equipped) lab for making drugs is probably capable of producing chemical weapons.

Playing with semantics. If you don't know where something declared and unaccounted for has gone you must assume they still have it. The IRS does this all the time with my income.

Funny.....no one was worried about the Iraqis before the war.

and sooner than later they would play that up in world opinion to their advantage and the inspections and sanctions would have ended and everyone would just race to the next big story. Leaving Saddam to chase his dreams.

And those dreams were building resplendent palaces.......
