GWB inherited the CIA and FBI from the Clinton Administration, with much of the background on Al Qaeda established prior to his taking office. It seems fair to leave Bush out of the discussion, and avoid the complexity of putting Clinton on the Stand (bringing him before Congress) and quizzing him on how he missed the various threats and failed to act or improve the intelligence community.
Keep politics out of it, move along to the future and let historians work out the ways to trash both Presidents.
