Besides bureaucratic problems, installing a NEW 2,000,000 KWatt of electric energy is a huge engineering task. I just heard Bremer say that very soon all the pre-war electric plants will be operating, but it will take two years to build the new plants. Nobody realized how rotten Iraq's infrastructure was before the war. Saddam spent all the money on palaces, mosques and weapons...
