When I say Clinton bubble...it's more in a reference to what happened on his watch rather than what he did.

I, too, would stop short of "blaming" the Clinton administration for the collapse of the bubble. Bubbles do that. Always. Every time.

HOWEVER, an argument can be made that the administration contributed to the runup on false pretenses by constantly trying to "tout" the great economy in an effort to make it look better than it was.

Clinton was a lucky beneficiary of the business cycle; Bush 41 and 43 were both unlucky in this regard. The tax cuts Congress enacted have, and Alan Greenspan, thankfully, saved us from the economic disaster that could have followed.
