China draws up 'prosperity' plan
BEIJING - China will keep up with economic restructuring, controlling population growth and improving the quality of life so that its objective of building 'a nation of moderate prosperity' by 2020 can be attained, Chinese state media reported.

The targets it hopes to achieve by 2010 include:

Keeping the country's population within 1.4 billion;

Pushing the literacy rate for adults to more than 95 per cent; and

Reducing waste pollution by 10 per cent from the preceding five years.

The guidelines, principles and key areas for progress were contained in a lengthy document issued on Thursday by the State Development and Reform Commission, People's Daily Online reported.

Titled Programme Of Action For Sustainable Development In China In The Early 21st Century, it is one of the measures China is taking to implement decisions made at the Johannesburg world summit on sustainable development last year, the report said.

'The programme aims to achieve development featured by rising productivity, a prosperous economy and a well-preserved environment,' People's Daily said.

The document called for a more active government role in preventing pollution and avoiding wastage of resources.

Officials should be judged mainly by how well they cope with the rapid depletion of resources and a deteriorating environment caused by speedy economic growth, the official Xinhua news agency quoted the document as saying.

'Government at all levels should carry out the sustainable development strategy conscientiously.

'Over time, government officials should be evaluated chiefly by their performance in implementing sustainable development,' it said.
