Perfectly serious. The recession is Clinton's, the recovery is Bush's. There is a lag in policy, Bush did not have enough time to cause the recession, and, in any case, the economy was slowing down and the market crashing before he was President. On the other hand, considering the terrible economic impact of 9/11, the fact that the recession was short and not very deep suggests that Bush was responsible for keeping things on an even keel.......
