I think the point goes deeper.

It is clear that certain intelligence was disregarded, either purposefully or by incompetence. The fact that the CIA was telling the WH to not use certain information as unreliable, but it got in anyway, to me is an indication of either severely misleading or out-and-out lying.

Heap on top of that the fact that the CIA was SUCCESSFUL in getting the bad intelligence removed from a previous speech. Add to that the attempt to blame Tenet, when he had clearly tried to get the bogus stuff removed. Mix in Rice either lying or showing extreme incompetence stating that no one had seen this attempt by the CIA to have the bogus report removed. Stir in a VP who badgered the intellegence people into presenting their findings to favor a war. Bake in a Clinton-esque denial that includes a 'we were factually correct' semantic argument, and you have a crow pie that is just waiting for the Bush administration to dig in. Bring it on!
