The thing is, the "solution" of economic and political isolation was working. Otherwise, the war wouldn't have been the cakewalk it was. It looks as if SH abandoned any attempt at getting some kind of significant WMD's.

And to be a threat to the US, he would have had to:

1. develop them;
2. weaponize them;
3. find some way to deliver them to the US;
4. smuggle them into a populated area;
5. find somebody willing to set them off;
6. actually pull it off without being detected

Sound easy? Not when your every move is being watched, when you are isolated from the international community. If it was so easy, why hasn't he done it in the 10 years since the Iraq war number 1?

That's not even taking into consideration, that if SH was proved to have instigated a terrorist attack on the US, it would be a guaranteed suicide. The guy was cruel, but he had (has) a knack for survival.
