Gambling on terrorist events wtf?

Typically simple-minded grasp, Liz.

This "policy analysis market" sounds like a reasonable and interesting academic exercise that someone (i.e. Poindexter) turned into a hair-brained project. Trying to actually start up such an anonymous market is clearly stupid, but the idea of using the predictive powers of markets to gain insights into political events is hardly far fetched or new. It seems unlikely that one could derive any precise or specific predictions out of it, but the insurance market would be the place to try to gain such insights if carriers are actually willing to take terror risks. Political risk is already a factor in many kinds of insurance, you know.

Poindexter should be canned, IMO, but Liz, no one is suggesting people should be "gambling on terrorist events." Of course, you probably can if you really want to - the English will lay odds on about anything. ;-)
