tip, The problem was, the country had nothing in place other than Saddam's regime. There are no institutions or national ethic on which to build. In fact, the only thing most Iraqis agree on is that they don't like Americans in their country. Sort of like The Balkans. Leave us alone and we'll kill all the weak ones ourselves.
