The art of the 'possible' changes with the times (and with good PR).

What about lowering tax rates AND eliminating all the revenue-draining special loopholes and 'tax preference items', in other words: reforming the tax code to eliminate the $300 B. of annual compliance costs, restore economic growth by putting enterprises on a level economic playing field (nearly all job growth over the last 30 years has come from small businesses... not from the old-line companies advantaged by the special items).

This could certainly be pitched as a tax cut because rates would be lowered... only the taxes of those unfairly advantaged by the loopholes might increase... and over-all growth could soar.

If Russia could manage to reform their tax code - and bring in a flat 13% rate... then what does that say about the rigidities of our system - and the corruption - that we find ourselves unable to reform?
