But the artwork at the website with the darts on it does say "predicting hostilities" and that does have some implications as to using markets to in fact predict hostilities. The Clip art also shows a dart that is way off target and it is labeled "poll of experts". I think that disqualifies the idea that it was to be meant to pull the collective thoughts of experts from predicting anything (equivelent of economist predictions of markets from our trading point of view).
