Yes. I think that those who blithely assume that they personally have not and will not lose any "rights" as law-abiding citizens might not realize the worst loss of all, which is the freedom to "be" without being watched by "authorities" looking for "some prosecutable offense." The emotional toll on one's happiness and well-being under constant scrutiny obliterates, IMO, the spontaneous and optimistic and self-confident spirit of humanity itself.
