What on earth makes you think that we "won" by having Russia broker an agreement on multilateral talks? We could have had bi-lateral talks months ago. When do you expect these talks to begin, to reach a conclusion, to lead to effective action? Please state the time as measured in WMD units -- the number of nuclear bombs manufactured by North Korea during the talks.
