5% of what Saddam originally had is a significant amount. Also I don't think anyone can really know what the exact percentage was. It could have been 95% of the known WMD but its unlikely the inspectors knew about all the WMD and WMD production or research facilities. Also measuring a percentage of WMD is going to be somewhat inexact even if you had perfect knowledge. Its like saying 95% of the information available at the university or 95% of the emotional impact of a statement. Its not like WMD are a single type of item with only one way to measure them.
