It actually could happen (though it won't) with little effect. I don't think the Taiwan relations act is a major factor holding China back from invading Taiwan. I don't think China has any intention of invading Taiwan, or any desire to invade Taiwan. The threat is a useful thing, though. It gives them a non-point to concede.
