Hi LindyBill; Re the example of the German "Werwolves".

Re: "The Werewolves specialised in ambushes and sniping, and took the lives of many Allied and Soviet soldiers and officers ..."

This is true, but only if one includes incidents from before the end of the war. The number of US soldiers killed in June 1945 or later was considerably smaller than the number killed in Iraq in the past month.

On the other hand, perhaps the present time is equivalent to that of April 1945. Then, as now, the enemy had not surrendered. Nor, if you count Iraq as part of an Arab nation (like Hitler's Germany was likewise extended into German speaking parts of Europe), is the Arab enemy fully occupied.

The problem with bringing up this comparison is that as time goes on, and the killings continue, people will have to look at the Werwolf examples more carefully. And the differences between now and then are clearly in favor of continuing hostilities.
