As of a month ago, there were 4 or 5 major contracts that had been let. Who knows how many more now exist. There is no oversight.

Most of the contracts where for the imeediate recovery from war damage, and some inital reconstruction but not long term management contracts. And the claim that there is no oversight is not true.

Who is doing the oversight?

HAL is making a fortune in Iraq

Really? How much have they made? HALs contract was for rebuilding any oil wells that where damaged in the war. Theat doesn't add up to raking in a fortune because so few where damaged.

That's not the only contract.....in June HAL had contracts totally $600 million:

khilafah.com

In the meantime, who's running Iraq's oil industry right now?

Have you ever done business in Houston, the center of the oil industry?

No bu I know people who lived in Huston and/or worked for the oil industry. Sure there is corruption and fraud but it seems to me that its less then what you have on wall street or from some of the tech companies during the recent bubble or from companies like Enron and Worldcom.

I disagree completely. Most every business in Houston is corrupted. Whenever we did construction or management in Houston, kick backs were the norm. And I was coming from LA.

The U.S. Army has opened up bidding for Iraqi oil contracts worth as much as $1 billion.

Good.......I'm glad to see it. The Brit. media is keeping the Bush administration honest.
