Because progress in technology is exponential. The CIA bought off a lot of generals. The remaining small numbers used were well equipped. Iraq had no armor. Not a single plane was shot down as I recall. So explain why rotation is a problem if so many extra military divisions all equipped and ready to go exist. Why did it take months and mouths to be ready to invade with numbers 1/4 the size of the last war. The above is logistics 101. You have zero knowledge and zero direct contact with anything real having to do with the military. You don't understand simple legaleze and even simple English.
