He did not know that nothing had happened. It is possible, though not established, that he knew that doubt had been shed on our intelligence concerning the matter, which is not the same as saying that independent intelligence could not have had a different result. In fact, the British reference was to Africa, not Niger, so it was not even apparent that it was reference to the same allegation. Really, you must learn to think critically......
