Here's a solution to the debt then. Saddam incurred the debts, so divide Iraq into 4 countries, Kurdistan, Sunnistan, Shitestan [name might need revision] and Saddamistan.

Saddamistan would comprise the Tikrit palace grounds and would surrender, along with the debts, to the UN and become a vassal state.

Saddamistan, having incurred the debts, would be responsible for the debts. The UN Coalition of the Willing, which took possession of Saddamistan would be liable for the debts of Saddam's Iraq. Or, maybe the debt would be owed by all of the UN, including France and Russia, who claim that money is owed. Better still, the UN could ditch the debt - they make the international laws.

The UN could surrender to the NUN which could take over Saddamistan as their headquarters. Which would relieve the long-suffering Noo Yawkers of the illegal parking of UN officials.
