I would agree, unless they are also part of gov't, particularly the intel services.

The outgoing German intel chief said "90% of what worldwide intelligence services do is propaganda and media control". I'll find the link.

Eventually it will have to be a felony for anyone to use gov't funds to secretly to influence public media. Otherwise gov't insiders will increasingly use covert funds to manipulate public opinion.
